Make a external drive JBOD

Hello I have one internal 150 GB SATA drive and another 298 GB external drive and I want to connect them with JBOD but:
In windows default partition manager there's an error that it can't convert an external drive to a dynamic disk.
And in any 3rd party software I've tried, there's no option to create a dynamic disk with the external drive.
PS: I don't really know if this is the right place to ask. If not please move the question to the right place.
