How to make Chrome open the chosen music file, when it tries to open the specific link

I'm using the website with sound notifications. The problem is that they don't work because browser can't download .mp3 file via the link(error 403).
I'd like to know is there easy way to make browser open local .mp3 file or mp3 from the Internet, when Chrome tries to open the spercific url address with notification sound?
