scp Upload doesn't work but WinSCP does [closed]

I'm trying to upload files to a customers server in China from my Ubuntu workstation. Connections via ssh work fine but when I try to upload files via scp (scp file user@server:~
), the file is created on the remote system with 0 bytes and the scp command is stuck at 0% with 0b/s forever. Same happens when I try it with the Gnome files manager. I've tested this on two other Linux Servers but to no avail.
But when I try it on my Windows 7 VM with WinSCP it works perfectly fine but since I want to automate the deployment to this server with a script, WinSCP is not an option.
Any ideas on how to get scp to work?
