Software OS compatibility

Can anyone please advise me which OS supports this program? as I want to use it but I don't know whether it's a windows or linux based. It can be downloaded from here and I wonder how it can be installed or built to be able to use it?

  • From what I can tell, the download is source code in C, not a binary. You can compile it for either windows or linux and use it on the same
