Unable to set HDMI1 to be master monitor; whenever I turn on HDMI2 it steals the panel

0

lxrandr looks like this:

HDMI2
[ ] Turn on Position: default resolution: 3840x2160 Refresh Rate: 30.0
HDMI1
[X] Turn on Position: d.f.u.t resolution: 1920x1080 Refresh Rate: 60.0

but whenver I check [X] Turn on for HDMI2 it goes like this:

HDMI2
[X] Turn on Position: d.f.u.t resolution: 3840x2160 Refresh Rate: 30.0
HDMI1
[X] Turn on Position: default resolution: 1920x1080 Refresh Rate: 60.0

where I can change Position of the lower one but not the upper one, and the upper one steals the panel.

This sense is reversed from what it needs to be. HDMI2 is a specialized monitor for running a single purpose application, physically located to the left of HDMI1; however it is not for general desktop use and normal applications are unusable on it. This configuration is causing lxpanel to snap to HDMI2 and cause problems.

Desired (I think):

HDMI2
[X] Turn on Position: on left resolution: 3840x2160 Refresh Rate: 30.0
HDMI1
[X] Turn on Position: d.f.u.t resolution: 1920x1080 Refresh Rate: 60.0

xrandr --primary will set the primary and read it back correctly but lxrandr doesn't notice.

I've been playing around with lxrandr and arandr for a long time with no progress.
