VirtualBox: Caps Lock inverted on guest

When testing VirtualBox with a Windows guest on a Linux host, I noticed that Caps Lock state is inverted on guest: While Caps Lock is OFF on Linux host, it is ON on Windows guest, and vice versa. Pressing Caps Lock key on host inverts its state on host but not on guest. Pressing Caps Lock key on guest inverts its state on both host and guest. So the current fix seems to be toggle once on host and once on guest. But what is exactly the problem here? Can I have the guest start with the correct state on boot?
