How can I decrypt Avira's quarantine files from last windows

I had decided to restore false positives from Avira's quarantine section, but my Windows crashed and I couldn't use normal restore feature of Avira.
Now, after keeping my Windows files, I installed Windows again and I am confronted with this folder:
ProgramDataAviraAntivirusINFECTED
There are encrypted file with names like 1b84c013.qua that can't be used by renaming to other extensions. I tried some extensions thanks to using checkfiletype.com's help.
I tried to scan quarantine files again in new windows so that Avira (I installed it again because it's still very good) can take out real allegedly viruses, but they are encrypted, so they seem to be clean.
Those were important files.
Unfortunately I am in a banned country and can't use avira customer support, otherwise I would not post here.
