You can:
Windows Vista
Open Control Panel > clicking Clock, Language, and Region > then
clicking Regional and Language Options.
Click the Keyboards and Languages tab.
Select Display language, choose a language from the list, and then
click OK.
Windows 7&8
If you purchased in a non English speaking country - you will need the language pack (see image)
Open Windows Update and check for new updates. Review the results and go to the Optional section
Otherwise
To get started you will need to click the Start (Windows Logo) button to open the Start Menu.
When the Start Menu opens, enter "change display language" without the quotes, in the Windows search box.
A list of search results will appear in the Start menu, click Change display language from the list.
Language packs for Windows Vista and 7 cost money; they are free on 8 provided you don't have a single language version of it

If you have Windows 7 Ultimate edition or enterprise edition, you should be able to download language packs from Windows update. Otherwise, I think you have to reinstall windows in English.
