Windows 8.1 hostednetwork has no internet connection [closed]

In my Uni, for using internet , we have to connect to internet center via a vpn connection. Every one has 1 username , so connecting with only one device is available at the same time.
I decided to share my laptop's internet with my cellphone, i did every single steps with cmd , do ISC changes ("Internet connecting" and "routing and remot "--> auto) and etc.
Network will start and my android device can connect to it But it's not access to internet.
More info:
1. Idid ticked "share internet" in properties of created network .
2. I changed IP adress of ipv4 of hostednetwork to: 172.168.1.37: 25.25.25.0
My phone would not connect if i dont set it manually.
(It stayes as obtainig IP adress)
Could you mind please to fix this problem ?
Is it related to using a vpn in windows for accesing to internet?
Forgive me if there was many mistakes in writing !
