Paint 'borderless window' game over taskbar, but not 'always on top'?

Is it possible to set up a window (Usually games) to run in full screen, without always being on top?



My end goal is I want to be able to have a specific window painted over the game, but the task bars get in the way, unless the game is always above.



If the game is always above, and has focus, then it draws over the overlay.

For the record, I've got YT working in Picture in Picture, and can get that working always on top, with the game windowed. But the game is under the task bars which is pretty annoying, because it's difficult to set the game size to not be the native monitors.
