How can I create a Set in Groovy from a string representation of a nested Array

I have a nested string array and want to convert it to a Set in Groovy. The input is dynamic and will have the form of



[[['Tracking#1','Tracking#2' ,'Tracking#3'],toys1, tools4, furniture5], [[Tracking# 9;,'Tracking# 5'],'garment34', 'drinks3', 'snack54'],[['Tracking#3','Tracking#2' ,'Tracking#1'],tools4, toys1, furniture5]]



I am trying to convert this string into a set so that we can compare these sets to find duplicates. Converting to a Set will help in finding dupe recs. So in this example -



[['Tracking#3','Tracking#2' ,'Tracking#1'],tools4, toys1, furniture5]
and
[['Tracking#1','Tracking#2' ,'Tracking#3'],toys1, tools4, furniture5]



are same even through order of data items is different.
