PulseAudio unable to load/unload modules via pactl

I am currently running PulseAudio 5.0—the default version packaged with Debian Jessie.
I'm using the system to push audio to machines across the network via module-rtp-send. I wish to make use of pactl to load and unload the modules dynamically, but I am experiencing a strange issue where the changes I make revert back to the state defined by default.pa after a minute or so.
My PulseAudio default.conf is defined below;
#! /usr/bin/pulseaudio -nF
load-module module-udev-detect tsched=0
load-module module-native-protocol-unix
load-module module-suspend-on-idle timeout=1
# failsafe stuff
load-module module-default-device-restore
load-module module-rescue-streams
load-module module-always-sink
load-module module-intended-roles
load-module module-null-sink sink_name=sp sink_properties=device.description="shairport"
load-module module-rtp-send source=sp.monitor mtu=1408 destination_ip=192.168.0.11
set-default-sink sp
load-module module-null-sink sink_name=craig sink_properties=device.description="mpd"
load-module module-rtp-send source=craig.monitor mtu=1408 destination_ip=192.168.0.12
Calling pactl list modules short | grep send shows the following;
9 module-rtp-send source=sp.monitor mtu=1408 destination_ip=192.168.0.11
11 module-rtp-send source=craig.monitor mtu=1408 destination_ip=192.168.0.12
Now, if I call, for example, pactl unload-module 9, I will see that the send module to destination_ip=192.168.0.11 has disappeared from the list when I repeat the pactl call. The strange thing that is happening is that the module will re-appear after about a minute. The same thing happens if I attemtp to load-module.
I have also tried this on Debian Stretch, using PulseAudio 10.0. The problem appears to be present there also.
