How to play highlights from a plaintext selection?

I made a movie and would like to play only the highlights that I specified in a plaintext file:

09:45 - highlight 1 - 10:12
12:15 - highlight 2 - 12:54
...

I was able to do it on macOS with AppleScript and checking the playtime of VLC every second, but I am looking for something more native. This thread says that VLC can play a file with a specific start and end time. So I want to chain that, but avoiding bash scripting if possible.

Does VLC have a native way to play a selection of highlights from a video file?
