QR code check in/out system for devices

So im developing a check in/out system for devices(Smartphone/tablets) which tracks the current state (in/out) of a device and who currently has it within a company.
My main options at the moment are QR code or RFID, im leaning more towards QR codes due to cost.
The main issue ive got to solve is how the qr code updates the state, I was thinking of it somehow updating a google sheet when a device is scanned in or out, with QR codes I know that they are limited in how much data can be scanned and are usually reserved mainly for web links etc.
Does anyone know of a decent way to update the state this way or would RFID be a better option for me?

State would be handled by the program parsing the QR codes, yes? Even if you encoded e.g. a0/1(ex. In/Out) in a dynamically generated QR code, the system would still need to verify that state was valid ideally?

State would be handled by the program parsing the QR codes, yes? Even if you encoded e.g. a0/1(ex. In/Out) in a dynamically generated QR code, the system would still need to verify that state was valid ideally?
