How do I check if a certain registry value is set to a value

.everyoneloves__top-leaderboard:empty,.everyoneloves__mid-leaderboard:empty,.everyoneloves__bot-mid-leaderboard:empty{ height:90px;width:728px;box-sizing:border-box;
}

For example, I need to write an if loops that does this: (pseudocode)

if get-itemproperty -path HKLM:SYSTEMCurrentControlSetServicesDNSParameters -name EnableDnsSec returns an output containing the string EnableDnsSec : 1,

Add the line "DnsSec has been enabled" to the end of C:UsersironmanDesktopABC.html

Thanks! (This needs to be in PowerShell, for windows)
