Communication application decreases all other audio

Windows decreases/reduces/lowers all other audio/sound on my computer as soon as I start the communication application "Cisco IP Communicator". It may or may not be seen in Volume Mixer (not sure if sporadic or depending on what app is playing sound at the moment). This behavior changed over night without any user made changes to the system.



However some Windows Updates were installed at the time. In my infinite wisdom I tried uninstalling the most recent one. After a reboot the problem disappeared - yay? Nay...



After a second reboot the problem re-appeared.
I therefore installed the update again and rebooted - problem gone.
Rebooted a second time - problem re-appeared, again. What?



The sound communication setting "When Windows detects communications activity:" is already set to "Do nothing". However, if I change this to "Some-Other-Choice", apply, and back to "Do nothing" the problem is gone - until the next boot.



I would be fine with this workaround if it could be automated, but changing the "UserDuckingPreference" registry value (which I understand is the corresponding reg setting) manually through either regedit or Powershell does not yield the same result. The value is already "3" and even if I change it to "Some-Other-Value" and then back to "3", nothing happens...



I've set this DWORD value under "SoftwareMicrosoftMultimediaAudio" under both HKCU and HKLM as well as every user under HKU - no dice.



I've also unchecked "Allow applications to take exclusive control of this device" on both the playback and recording device.



Do the sound communication setting do more than just change the reg setting above? Any other idea what is causing this behavior and/or how to fix it?



I'm fine with a workaround as long as it's either permanent or can be scriptet, but I'd prefer to fix it without any 3rd party applications.



If relevant my headset is a Jabra EVOLVE 80 and I do have Jabra Direct installed, however this application haven't been updated since last year and the problem is present even if it's not running.
