How can I prevent Cortana from launching when I connect my bluetooth headset?

When I connect my bluetooth headset to my Windows 10 machine using the headset's "connect" control, Cortana launches with audio explaining how I can improve speech recognition.
I haven't been able to find a way to prevent this from happening without completely disabling Cortana services, i.e., via registry settings, in either Windows' Settings, or through online searching.
I don't want to completely disable Cortana, as it appears Cortana's voice recognition and Windows' handwriting recognition services are "bundled" in some way, and I don't want to lose the ability for Windows to recognize my handwriting and improve recognition.
I'm running Windows 10 Pro, V1803, OS build 17134.407 on a Surface Book 2, i7-8650U. My BT headset is a Backbeat Go 2.
Ideas?
