DHCP issues with TP-Link Archer C9 router

My Archer C9 router usually woks well, but in certain cases, I've had to interfere with its normal DHCP operation. For example, it first came up with Roku players, where they would connect but not be able to access the internet. It has happened on a few other devices since then.



I fix it by either raising the range for assigned DHCP addresses above the currently used addresses, or manually reserving an unused address for the MAC address of the device (this is the permanent solution for said device).



My suspicion/theory is that some other device somehow has that address, probably one that is not currently available, and it is somehow interfering. I really don't know precisely how this would come about, but after it has happened a few times, I'm wondering if anyone else has come across this, and has any ideas of what is going on.



FWIW, my router has the latest firmware.
