The mouse and keyboard doesn't work normally when multiple users working on one Mac simultaneously

I bought a Mac Mini 2018 (running macOS Mojave) for my lab yesterday and I hope to enable different users to remotely log in and use the Mac Mini with GUI simultaneously. The following steps were what I did:
- I created two user accounts besides the admin account;
- I turned on Screen Sharing and in System Preferences->Share;
- On a Windows 10 PC, I installed VNC Viewer and connected Mac Mini with it;
These steps are what I found via the Internet. And the client PC successfully connected and logged in with one account(called A), while the host Mac was running a different account(called B). But the mouse and keyboard of account A don't work normally through client PC. If I right clicked the mouse in the desktop, the menu shows up and then disappears immediately. And many keys like cmd, ctrl and options don't work through client PC. If I logged out account B on host Mac, then the monitor directly connected to host Mac will show the GUI of account A. And the mouse and keyboard problems disappears(which means only if the monitor directly connected to Mac Mini shows the GUI of an account, the mouse and keyboard will worked fine remotely.
I tried with another Win10 PC, even with my own MacBook Pro as clients, the same problem appears. I don't know what setting is wrong on my Mac Mini.
English isn't my native language, so my description may not be clear enough. Hope to get some useful suggestions. Thanks a lot.

You're trying something on a Mac I never thought of trying. However, I used to do something similar with a Sun Sparc workstation (years ago), running a separate VNC server for everyone in the office. They'd get their own server (which runs on its own port), and they'd get a completely independent desktop GUI. You might want to see if you can run VNC (independent of the Mac's built-in VNC/desktop-sharing), and connect to that server/port from the remote client. Might want to try a Mac as the remote client at first too, to make the keymapping easier at first.
