I have an If/or/and statement in three columns and the third column is not calculating at all

}
The formatting is general. I have copied and repasted the formula.

What are you trying to do? Just showing a formula with a very broad title makes it hard to understand what you'd like the results to be. Can you please also provide a short background statement?

Hello we are doing a cost comparison between 3 cities, this is the formula that is used in the first two comparisons with the exception of the reference at the end to $E$5 - which is the meeting city. It is as if the column is frozen and will not calculate.
