Possible to create a SAML 2.0 Identity Provider for Single Sign On?

I have two systems I want to connect to accomplish SSO. We have Azure AD using oAuth as our primary user directory and the system we want to integrate into Azure AD requires a SAML 2.0 Identity Provider. Therefore, it appears that the two cannot connect without some intermediate component (a bridge between SAML 2.0 and Azure AD??). I'm not sure how to start on finding out if creating/coding such a "bridge" is possible. Any ideas on how to proceed are greatly appreciated.
