Can't shrink more than a GB despite having 80gb of free space
I've been trying to create a partition. but When I boot Ubuntu and use GParted it doesn't let me change the partition at all. and when I try to do it in windows it only lets me shrink the partition by a GB.
So far I've disabled pagefiles and system restore and it made zero difference to the available space after a restart.

A few questions - how big is your disk? Is it SSD or HDD? Did you try to defragment after deleting files? Do you have space on another disk to copy to and copy back?

Fragmentation spreads the data across the drive. You can’t shrink a partition beyond where the physical data is located, unless the tool moves the data. Try thoroughly defragging the drive until you can see no data at the end of the partition, then resize. Use a good third party tool like defraggler.
