My Windows 7 computer WILL NOT display certain Unicode characters

I have a Windows 7 Professional 64-bit computer. When I try to show unicode characters, specifically Cyrillic characters like Ꙅ,Ꙉ,Ꙇ,Ꚃ,Ꙁ,Ꙅ, or Ꙇ. They just show up as the normal box that occurs when the computer cannot display the symbol.
The thing is, is that on another computer that had the EXACT SAME version of Windows 7, and the EXACT SAME symbols showed up just fine, without a problem!
I'm using the Segoe UI font, which worked on the other PC as well. These symbols won't display anywhere, not just in my main system. It won't display in any common browser; Chrome, FireFox, or Opera. This is really getting me peeved because I know the system can display the characters, but it just isn't.
I've tried all types of fonts. Arial Unicode MS, Segoe UI, Symbola. Nothing seems to work. Does anyone have any idea why this whole thing might be happening?
