Issues with getting the ODBC driver to correctly work with Wine on Ubuntu 18.04

I am having issues with getting the ODBC driver to correctly work with Wine on Ubuntu 18.04. Under "Wine Control > Drivers" I can see the Windows ODBC Driver 17 however when I try to associate it with a user or system DSN it pops up with an error "The setup routines for the ODBC Driver 17 for SQL Server ODBC driver could not be found. Please reinstall driver."



I checked the wine registry and there is nothing under ODBC.INI however I cannot find good information on what keys need to properly go there. Additionally an ODBCINST.INI folder is in the “HKEY_LOCAL_MACHINE > Software > ODBC” folder but has a default entry with no particular value set.



I have reinstalled the driver but it did not fix the issue. I do not know if it is necessary but a list of packages for my 32 bit wine environment is shown below.
